To get a full head lifecast with open eyes would require a sculptor and mold maker/caster.
If your looking for something of a more lifelike feel, try contacting http://www.realdoll.com/, they are in the business of making sex dolls, but employ several brilliant sculptors who can get you copies you will need and probably distribution as well, 2 birds in 1 stone.
That, or www.TheEffectslab.com has a large amount of effects artist who can sculpt realistic likenesses.
