Ali, here is how I would reconstruct the thumb and reattach it. I would not soak the hand in water esp. since it has been painted. I would sculpt the thumb in oil based clay or wax whichever is your preference. I find either of these to be much easier to work with than plaster. I would then make a mold of the tiny thumb in either alginate or silicone rubber. Using that mold, I would cast the thumb in any kind of plaster. Then I would fit the thumb to the hand, glue it in place, and carefully make the joint as invisible as I can. Once the thumb has dried out, just repaint the whole hand.
